The foundation of the new public government are the rights that are defined for the population. These rights supersede any laws of the land.
The Public Government Declaration is a statement of rights for all people of the world. These rights are fundamental, and uppermost in all considerations. No bill may be passed if any part of it violates or potentially violates these rights. No law is valid if it infringes these rights. Any changes proposed to these rights must achieve at least a 66% majority in order to be accepted.
